There is hereby adopted and incorporated by reference, for the purpose of establishing rules and regulations for the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems work done or performed within the corporate city limits of the City of Beloit, Kansas, the International Plumbing Code, 2003 Edition, including only Appendix F, as recommended by the International Code Council, such code being made as a part of the ordinances and code of the City as if the same had been set out in full herein, all as authorized and in the manner prescribed by K.S.A. 12-3009 through 12-3012 including any amendments thereto subject to certain omissions, changes and additions, if any, as set forth in this article. No fewer than three copies of the International Plumbing Code, 2003 Edition, shall be marked or stamped “Official Copy as Incorporated by the Code of the City of Beloit” and shall be filed with the City Clerk to be open to inspection and available to the public at all reasonable hours of business.

(a) Chapter 1, Section 101.1 Title of said International Plumbing Code is hereby changed to read as follows:
(1) Chapter 1, Section 101.1 Title. These regulations shall be known as the “International Plumbing Code of the City of Beloit, Kansas”, hereinafter referred to as “this code”.
(b) Chapter 1, Section 106.6.2 Fee schedule of said International Plumbing Code is hereby changed to read as follows:
(1) Chapter 1, Section 106.6.2 Fee schedule. The fee for plumbing work shall be established by resolution of the governing body of the city.
(c) Chapter 1, Section 106.6.3 Fee refunds of said International Plumbing Code is hereby declared to be and is omitted and deleted:
(d) Chapter 1, Section 108.4 Violation penalties of said International Plumbing Code is hereby changed to read as follows:
(1) Chapter 1, Section 108.4 Violation penalties. Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter or repair plumbing work in violation of the approved construction documents or directive of the code official, or of a permit or certificate issued under the provisions of this code, shall be subject to penalties as set forth in Section 15 herein.
(e) Chapter 3, Section 305.6.1 Sewer depth of said International Plumbing Code is hereby changed to read as follows:
(1) Chapter 1, Section 305.6.1 Sewer depth. Building sewers that connect to private sewage disposal systems shall be a minimum of 36 inches below finished grade at the point of septic tank connection. Building sewers Shall be a minimum of 36 inches below grade.
(f) Chapter 3, Section 306 Trenching, Excavation and Backfill of said International Plumbing Code is hereby supplemented by adding the following sections:
(1) Chapter 3, Section 306.5 Excavation in public way. No person shall excavate or cause excavation to be made in any street, alley, or public highway in the City of Beloit, Kansas without first obtaining a permit therefore from the building inspector. After inspection, all trenches or excavations located in the traveled way or streets, alleys, or public reservations shall be backfilled according to “City of Beloit Standard Specifications” available at the city office.
(2) Chapter 3, Section 306.6 Protection. All excavation of public grounds shall be protected at all times by approved barricades, warning devices and signage.
(g) Chapter 7, Section 701 General of said International Plumbing Code is hereby supplemented by adding the following section:
(1) Chapter 7, Section 701.10 Prohibited connection. No roof drains, surface water, subsurface drainage including interior and exterior foundation drains, or sump pumps, shall be connected to the sanitary sewer system.
(h) Chapter 9, Section 904.1 Roof extension of said International Plumbing Code is hereby changed to read as follows:
(1) Chapter 9, Section 904.1 Roof extension. All open vent pipes that extend through a roof shall be terminated at least six (6) inches (153 mm) above the roof, except that where a roof is to be used for any person other than weather protection, the vent extensions shall be run at least seven (7) feet (2134 mm) above the roof.
