16-201.       Business district.

The business district is defined as follows: Main Street from Chestnut to Walnut Street; Bell Street from Main Street to Second Street; Second Street from Bell Street to Hersey Street; Court Street from Chestnut Street to Campbell Avenue; South Street from Mill Street to Campbell Avenue; Mill Street from Third Street to the River bridge; Hersey Avenue from Third Street to the River bridge; Campbell Avenue from Second Street to South Street. All other territory in the city shall be considered residential district.

B1. When signs are erected giving notice thereof, drivers of vehicles shall travel in a counter-clockwise direction along the circular roadway adjacent to the Solomon River not including any dead-end roadway.

Street Closed. The portion of 12th Street between Bell Street and Mill Street shall be closed to vehicular traffic during the school year and each day that USD 273 is in session between the hours of 7:30 a.m. to 8:30 a.m., and between the hours of 3:00 p.m. and 4:00 p.m., except for vehicular traffic to and from residences within the closed street.

16-202a.     Fire safety zones.

Fire safety zones in the city are defined as follows:

(a)   On Mill Street from the intersection of 5th and Mill Street north to a location 394 feet north of the north line of 5th Street

16-203.       Turn traffic control.

Traffic shall travel as directed following turn traffic control devises at the specified street or travel way:

(a)   8th Street right turn lane to south bound on Hersey Street

(b)   8th Street left turn lane to north bound on Hersey Street or east bound on 8th.

(c)   700 Block N. Hersey Avenue (northbound) right hand lane, right turn lane only onto E. 8th Street, eastbound.

16-206.       School zones.

School zones in the City of Beloit, Kansas, are defined as follows:

(a)   From the intersection of 15th Street and Hersey Avenue north, then extended east along Gaylord Street, then extended north along North Walnut to 21st Street..

(b)   From the intersection of 10th Street and Bell Street north to the intersection of 13th Street and Bell Street.

(c)   Beginning at a point 300 feet south of the intersection of 12th and Hersey Street and extending north on Hersey Street to the intersection of 13th Street.

(d)   On 8th Street from the intersection of Chestnut Avenue east to a location 150 feet west of the intersection of 8th and Bell Street.

(e)   From the intersection of Main Street and Poplar Street east to the intersection of Baldwin Avenue.

16-207.       Court costs.

(a)   The city has adopted Charter Ordinance No. 5 exempting it from K.S.A. 12-4112 and providing the assessment of court costs in an amount of which is set by ordinance of the governing body, to each person found guilty of a violation of the laws of the city.

(b)   Section (a) shall not include parking violations, and there shall be no court costs for parking violations in the city.

16-208.       Bicycles/skateboards/roller skates, or other similar devices on sidewalks.

It shall be unlawful for any person to ride, or permit one’s child to ride a bicycle, skateboard, roller skates, or other similar device, on the sidewalks in the business district of the city.

16-209.       Designated truck, truck/tractor routes.

(a)   It shall be unlawful for any truck, truck/tractor, semitrailer, or farm tractor as defined in this subsection to enter upon or to be operated upon any street within the City, except those streets designated as and identified as truck routes.

Truck, Truck/Tractor, or Semitailer. Every motor vehicle designed, used, or maintained primarily for the transportation of property including, but not limited to, motor vehicles or any combination of vehicles of a licensed capacity in excess of 30,000 pounds of gross vehicle weight.

Farm Tractor and Implements. Every motor vehicle designed and used primarily as a farm implement for drawing implements of husbandry, and such term shall include every self-propelled implement of husbandry, combines, fertilizer dispensing equipment and agricultural sprayers.

When signs are erected giving notice thereof, no person shall operate a truck, truck/tractor or semitrailer on any street in the city other than the following:

(1)   All roadway known as K-14 Highway which includes the following city streets: K-14 Highway north from West Eighth Street and North Independence Avenue; East/West Eighth Street to include the 100 block of East Eighth Street and the 100-500 blocks of West Eighth Street; North/South Hersey Avenue to include the 100-700 blocks of North Hersey Avenue and the 100-300 blocks of South Hersey Avenue to South Mill Street; Roosevelt Avenue from South Mill Street to the South city limits.

(2)   West Eighth Street West from the intersection of North Independence/K-14 Highway to the west city limits.

(3)   East Eighth Street from the intersection of North Hersey to U.S. 24 Highway.

(4)   East/West Main Street from U.S. 24 Highway to the west city limits.

(5)   North Walnut Street from U.S. 24 Highway to Gaylord, West to North Hersey Avenue, South to East Eighth Street.

(6)   Asherville Road from U.S. 24 Highway to South Brooklyn, North to Elliott Street, West to South River Street, North to Spruce Street, West to South Hersey Avenue/K-14 Highway or North to East South Street West to South Hersey Avenue/K-14 Highway.

(7)   South Elm Street from Asherville Road to Cottonwood Drive.

(b)   Exceptions for Specific Truck, Truck/Tractors. The provisions of subsection (a)    shall not apply to:

(1)   Emergency vehicles, such as ambulances or fire trucks;

(2)   Street, sewer, gas, electric or other utility repair and maintenance trucks, truck/tractors;

(3)   Trucks, truck/tractors providing local delivery or merchandise, goods or mail;

(4)   Trucks, truck/tractors for the purpose of collection of trash and refuse;

(5)   Trucks, truck/tractors enroute to parking on privately owned property; and

(6)   Truck, truck/tractors enroute to and from a business where repairs and maintenance are routinely performed on the same.

(c)   Parking Limitations and Restrictions. No person shall park any truck, truck/tractor or semitrailer on any street in the city for a period of more than one hour.

(1)   At any time, during any calendar year, it shall be unlawful for any person to park or permit to stand, any truck, truck/tractor or semi-trailer in excess of a registered gross weight of 54,000 pounds in any school zone within the city unless the same is actually engaged in loading or unloading within such zone.

(d)   Night Parking of Truck, Truck/Tractor Containing Dangerous Material or Substances.

(1)   Prohibited. It shall be unlawful for any person to park or permit to stand, after sunset and before sunrise, upon any street, alley or public place within the city, any truck, truck/tractor used for the transportation of flammable, explosive, toxic or other material inherently dangerous to persons or property because of the physical and chemical properties of such material.

(2)   Exception. The provisions of this section shall not apply to any truck, truck/tractor described in the preceding paragraph, while the same is actually engaged in being loaded or unloaded.

(3)   Provisions Supplemental. The provisions hereof shall be deemed to be in addition to, and supplemental to, any and all other regulations of the city pertaining to truck, truck/tractor traffic.

(e)   Penalties. It shall be unlawful for any person to violate any of the provisions of this section and any person who has been convicted of violating this section shall be subject to the penalty set forth in Section 201(c) of the Standard Traffic Ordinance for Kansas Cities.

16-210.       One-way traffic controls signs and signals.

One-way traffic control signs and signals shall be placed and traffic shall travel as directed by such one-way devises at the specified travel way:

(a)   Campus Circle on the North Central Kansas Technical College campus shall be one-way traffic commencing at a point where the east line of East Campus Avenue intersects with the west line of the south entrance of Campus Circle and extending to a point where the west line of the north roadway of Campus Circle intersects with the east line of East Campus Avenue.

(b)   Center Campus Loop on the North Central Kansas Technical College campus shall be one-way traffic commencing at a point where the south line of Center Campus Loop intersects with the north line of the west entrance of Center Campus Loop and extending to a point where the south line of the east roadway of Campus Circle intersects with the south line of Center Campus Drive.

16-211.       Loading and unloading zones.

The west 60 feet commencing 12 feet from the northwest corner of the alley on the south side of the west 100 block of Court Street is hereby designated as a commercial loading and unloading zone for merchandise or materials only, into and off of tractor/trailers and/or trailers used for transportation of such merchandise or materials, between the hours of 8:00 a.m. and 6:00 p.m. Monday through Friday.

16-212.       No parking zone.

The following prohibited parking shall be designated and shall be enforced as designated:

(a)   On the south side of East Court Street from the east line of South Campbell Street east on East Court Street to the west line of South River Street.

(b)   The first parking stall on the west side of North Campbell Street south of East 2nd Street.

(c)   Twenty-five feet east and 25 feet south of the southeast corner of the intersection of Cherry Street and East Court Street is hereby designated as a no parking zone and no person shall stop, stand or park a vehicle in the designated zone; and Commencing 73 feet east of the intersection of Cherry Street and East Court Street thence east a distance of 41 feet on the south side of East Court Street, is hereby designated as a no parking zone and no person shall stop, stand or park a vehicle in the designated zone.

(d)   The east side of Walnut Street commencing at the south line of the intersection of Walnut Street and Gaylord Avenue southerly a distance of 75 feet.

(e)   The west side of Walnut Street commencing at a point 300 feet from the intersection of Walnut Street and 15th Street northerly to a point where Walnut Street intersects Gaylord Avenue thence westerly on the south side of Gaylord Avenue and continuing on the south curve line to a pent 300 feet north of the intersection of Hersey Avenue and 15th Street.

(f)    The north side of Gaylord Avenue commencing at a point 125 feet from the west line of the intersection of Walnut Street and Gaylord Avenue, continuing on the north curve line to a point 125 feet from the north line of the intersection of Walnut Street and Gaylord Avenue.

(g)   A triangular island located east and south of the Hersey Avenue and Gaylord Avenue.

(h)   The east curb/shoulder area of Walnut Street commencing at the intersection of Walnut Street and Gaylord Avenue northerly to the intersection of Walnut Street and 17th Street.

(i)    On the North and South sides of Tenth Street commencing at the East curbline of the intersection of Tenth Street and Independence Avenue (K-14 Highway) easterly to the West curbline of the intersection of Bell Street is hereby designated as a no parking zone and no person shall stop, stand or park a vehicle in said designated zone.

(j)    The East and West sides of Hersey Avenue commencing at the intersection of Hersey Avenue and Gaylord Street northerly to the south curbline of 20th Street is hereby designated as a no parking zone and no person shall stop, stand or park a vehicle in said designated zone.

(k)   The South side of 13th Street commencing at the intersection of Bell Street and 13th Street westerly to the intersection of Lincoln Avenue and 13th Street is hereby designated as a no parking zone and no person shall stop, stand or park a vehicle in said designated zone.

(l)    The East Side and West Side of Cherry Street commencing at the intersection of Court Street and Cherry Street southerly to a point 175 feet south of the intersection of Court Street and Cherry Street, is hereby designated as a no parking zone and no person shall park a vehicle in said designated zone.

(m)  The North side of East Main Street commencing at the intersection of Pine Street and East Main Street easterly to the intersection of East Main Street and Highway 24, is hereby designated as a no parking zone and no person shall park a vehicle in said designated zone.

16-213.       Car parking only.

A car parking only zone shall be designated on the southwest corner of the intersection of Hersey Street and Court Street, more specifically, the second angle parking space south of Court Street on the west side of Hersey Street.

16-214.       Handicapped parking spaces.

(a)   One space located on the northeast corner of the intersection of Main Street and Mill Street, the first angle parking space north of Main Street on the east side of Mill Street;

(b)   One space located on the north side of the 100 block of West Main Street, located 161 feet west of the northwest corner of the intersection of Main Street and Mill Street;

(c)   One space located on the southwest corner of the intersection of Second Street and Hersey Street, the first angle parking space south of Second Street on the west side of Hersey Street;

(d)   One space located on the north side of the 200 block of East Main Street, located 105 feet east of the northeast corner of the intersection of East Main Street and North Hersey Avenue;

(e)   Two spaces located on the southeast corner of the intersection of South Street and Mill Street, the first two angle parking stalls east of Mill Street on the south side of South Street;

(f)    One space located on the southwest corner of the intersection of Fourth Street and Mill Street, the first angle parking space west of Mill Street on the south side of Fourth Street;

(g)   One space located on the southwest corner of the intersection of Fourth Street and Mill Street, the first angle parking space south of Fourth Street on the west side of Mill Street;

(h)   One space located on the southwest corner of the intersection of Main Street and Mill Street, the first angle parking space south of Main Street on the west side of Mill Street;

(i)    One space located on the northeast corner of the intersection of Mill Street and Court Street, the first angle parking space north of Court Street on the east side of Mill Street;

(n)   One parallel space located on the west side of the 100 block of South Hersey Street, commencing 64 feet south of the southwest corner of the intersection of South Hersey Street and East Main Street;

(o)   Two parallel spaces located in the northeast corner of the East 17th Street parking lot facing east near the backstop of ballfield #1;

(z)   One handicapped parking space located on the northwest corner of the intersection of Main Street and Walnut Street, more specifically, the first parallel parking stall west of the entrance to the Presbyterian Church on the north side of Main Street.; and

(aa)  Three handicapped parking spaces located on the northwest corner of the intersection of Main Street and Walnut Street, more specifically, the first three angled parking spaces north of Main Street on the west side of Walnut Street.

(bb) Two angle handicapped parking spaces, combined to make one large van-accessible handicapped parking space located on the southwest corner of the intersection of 7th Street and Mill Street, more specifically, the first two angle parking spaces south of 7th Street on the west side of Mill Street;

(cc)  Three handicapped parking spaces, located on the southwest corner of the intersection of 7th Street and Mill Street, more specifically the first and second parking spaces west of Mill Street on the south side of 7th Street and the seventh parking space west of Mill Street on the south side of 7th Street;

(dd) One handicapped parking space located in front of 116 E Main Street, approximately 80 feet west of the intersection of Main Street and Hersey Avenue, on the south side of Main Street.

16-215.       Parking zone.

(a)   A 10-minute parking zone shall be designated at the first angle parking space on the west side of north Hersey Avenue, north of the east-west alley between north Hersey Avenue and north Mill Street from 8:00 a.m. to 5:00 p.m. Monday through Friday.

(b)   A thirty-minute parking zone shall be designated at the four parking spaces on the north side of 118 West Court Street from 8:00 a.m. to 5:00 p.m. Monday through Friday.

(c)   A two-hour parking zone shall be designated at the three west parking spaces in front of the Port Library, 1718 N. Hersey, Beloit, Kansas, from 8:00 a.m. to 5:00 p.m., Monday through Friday, and shall be enforced as designated.

16-216.       Parallel parking.

The north side of Seventh Street, from the intersection of Campbell Street east on Seventh Street to the alley, is designated as parallel parking along the north curbline.

16-217.       Parking on front yards prohibited.

(a)   No person shall park any motor vehicle, as defined by the Standard Traffic Ordinance as adopted from time to time, on a front yard of a residential property as such terms are defined in the City Zoning Code, except temporarily to load or unload property or by a licensed contractor actively engaged in work on the property. The front yard includes all of the area between the structure and the curb, less any driveway or off-street parking which meets the requirements of the City Zoning Code. A corner lot has two front yards.

(b)   A person convicted of a violation of this section shall pay a fine of $100.00 plus court costs for the first offense within a calendar year; $200.00 plus court costs for a second offense within a calendar year; $300.00 plus court costs for a third or any subsequent offense within a calendar year.

16-218.       Parking on handicap ramps prohibited.

(a)   Except when in compliance with laws or at the direction of a police officer, no person shall park any motor vehicle or drive any vehicle upon any handicap ramp or access ramp in the City of Beloit, Kansas.

(b)   A person convicted of a violation of this section shall pay a fine of $100.00 plus court costs for the first offense within a calendar year; $200.00 plus court costs for a second offense within a calendar year; $300.00 plus court costs for a third or any subsequent offense within a calendar year.

16-219.       Commercial loading/unloading zone.

(a)   The following described area is hereby designated as a commercial loading and unloading zone for merchandise or materials only, into and off of tractor/trailers and/or trailers used for transportation of such merchandise or materials, between the hours of 8:00 a.m. and 6:00 p.m. Monday through Friday and shall be enforced as designated.

(1)   the North side of the East 100 block of 2nd Street in the City of Beloit, Kansas, more specifically described as: the East boundary of said loading zone commences sixty-eight and one-half feet (68.5’) west of the centerline of the alley, and the West boundary of said loading zone commences ninety-five feet (95’) east of the centerline of Mill Street

(b)   Definitions and penalties for violation of this section shall be the same as those designated in the latest edition of the Standard Traffic Ordinance for Kansas Cities, as adopted by the City of Beloit and as hereinafter amended.

(c)   Signage declaring the designated loading zone shall be posted by the City.

16-220.       One-way streets during certain school hours.

(a)   Vehicular traffic shall proceed in one direction upon the following streets during the school year each weekday that USD 273 is in session between the hours of 7:30 a.m. to 8:30 a.m., and between the hours of 3:00 p.m. and 4:00 p.m. No person shall drive a vehicle except in the direction designated and indicated by signs during the above specified hours, as follows:

(1)   Vehicular traffic shall proceed from a north direction to a south direction only on that portion of Bell Street between the south line of 13th Street to the north line of 10th Street.

(2)   Vehicular traffic shall proceed from a south direction to a north direction only on that portion of Lincoln Avenue between the north entrance of the Beloit Medical Center and the south line of 13th Street.

(3)   Vehicular traffic shall proceed from a west direction to an east direction only on that portion of 13th Street between the east line of Lincoln Avenue to the west line of Bell Street.

(b)   “One Way” and other necessary street signs shall be placed along the one-way streets where appropriate.

(c)   A violation of this section shall be a punishable offense under the Standard Traffic Ordinance as adopted by the City of Beloit.

16-221.       Prohibited parking during certain school hours.

(a)   Vehicle parking shall be prohibited on the following streets during the school year each weekday that USD 273 is in session between the hours of 7:30 a.m. to 8:30 a.m., and between the hours of 3:00 p.m. and 4:00 p.m. No person shall stop or park a vehicle in the designated area and indicated by signs during the above-specified hours, as follows:

(1)   The west side of Lincoln Avenue between the north entrance of the Beloit Medical Center and the south line of 13th Street.

(2)   The east side of Bell Street between the south line of 13th Street to the north line of 10th Street.

(b)   “No Parking” and other necessary street signs shall be placed along the streets where appropriate.

(c)   A violation of this section shall be a punishable offense under the Standard Traffic Ordinance as adopted by the City of Beloit.
